CRIRP and EISCAT signed MoU on 3rd ESR antenna

A memorandum of understanding on the 3rd ESR Antenna Project was signed between EISCAT and CRIRP, in Beijing on 15 July 2010. The MoU lays down the framework concerning the necessary actions, terms and responsibilities towards constructing a third antenna at EISCAT Svalbard Radar site, for combined use in incoherent scatter research by EISCAT and in the Chinese Moon Projects.

The MoU is written as a response to the actions required by the decision in the 74th EISCAT Council Meeting in Tokyo, Japan June 3rd to 4th 2010, in order to make the feasibility study of construction in the 3rd ESR antenna project. EISCAT has started the feasibility study which is led by consultant Mr. Arvid Overgaard. The study will focus on the feasibility of the actual construction of the 3rd ESR antenna, with support building at the site and the needed permissions from Norwegian and local authorities. Provided the feasibility study is positive, details of a technical design study of the project, construction phase of the 3rd ESR antenna and final operation of the 3rd ESR antenna will be agreed upon consequently.

CRIRP's proposal of the 3rd ESR antenna project to EISCAT Council includes that the Chinese associate will be financially responsible for making it possible to construct the 3rd ESR antenna, and other necessary infrastructure, which will then be operated together with the existing ESR for scientific activities of the EISCAT and during part of the time for the up-link and down-link activities in the Chinese Moon Projects. The scientific research activities would include incoherent scatter research, space debris observations and VLBI measurements etc.

Signing of the MoU is the first step in EISCAT's commitment to collaborate actively with CRIRP in implementing the actions needed to realize the 3rd ESR antenna project.
